Bristol Office

James Stacey BA (Hons) Dip TP MRTPI
James is our Managing Director and leads in the presentation of expert evidence on affordable housing, acting for all of the major housebuilders, leading strategic land promoters and many Registered Providers (Housing Associations). Having grown up in a council house during his school days he is acutely aware of the benefits a good home can provide to children’s education and a stable family life.
He has over 29 years experience having started his career in Local Government, whilst self-funding his post graduate diploma in Town and Country Planning from the University of the West of England, initially as a maternity cover planning technician before working in the planning registration department, and prior to a permanent planning role becoming available.
James acts nationwide and has been involved in more than 150 public inquiries and hearings, with some notable successes in Cornwall, Yorkshire, Cheshire, London and all parts of the South and South East.
His story has been from the shopfloor to the boardroom. Consequently, James is approachable, with a simple outlook on life; treat people how you wish to be treated.

Jonathan Adams BA (Hons) BTP MRTPI
Jonathan is a Senior Director and has spent 20 years at Tetlow King Planning. He has over 25 years of town planning experience in the private and public sector working across a range of disciplines including strategic planning, development management, planning policy, regeneration and consultancy.
He works nationwide and has managed a wide range of complex planning applications and appeals for residential use, affordable housing, employment, commercial, retail and tourism. He has acted as expert witness at over 30 appeal hearings, public inquiries, and Local Plan Examinations. He has experience in enforcement appeals for residential and employment and project-manages multi-disciplinary teams on large scale projects.
Jonathan is experienced in promoting land through local plans for residential, employment and mixed use strategic urban extensions including in the Green Belt and for schemes in the region of 3,000 dwellings.
Tetlow King helped to set up and has operated both the South West and West Midlands Housing Association Planning Consortiums for 25 years. Jonathan has managed both projects for the past 10 years. Our main focus on behalf of both Planning Consortiums is to promote the aims and benefits of housing and affordable housing development by housing associations.
Jonathan grew up in Dudley in the West Midlands and moved to Bristol to study town planning at the University of the West of England where he settled and joined the company. He enjoys working with people from different backgrounds across the country.

Andy Moger BA (Hons) MA MRTPI
Andy joined the Bristol office in 2013 from local government as a Senior Planner before rising through the company to become a Director.
Prior to joining, he spent eight years in local government across the Midlands and South West during which he undertook a part-time Masters in Spatial Planning, graduating with Distinction from Birmingham City University in 2009.
He is a leading specialist in self-build and custom housebuilding, acting nationally for a range of clients from single dwelling self-builders all the way through to volume housebuilders. He is regularly called to give evidence at inquiries and hearings and is an experienced witness.
Andy was actively involved in the Bacon Review commissioned by the former Prime Minister and has provided advice to Government on the 2015 Self-Build and Custom Housebuilding Act (as amended) legislative review.
He is a regular speaker at the National Custom and Self-Build Association Annual Conference and provides market intelligence through their Annual Market Report. He has delivered seminars at the annual East and West Self-Build and Design Shows and been a guest speaker at Grand Designs Live.
Additionally, he is a member of the Right to Build Taskforce through which he advises a range of clients nationwide.
Andy was born and raised in Bristol, later spending a decade living in the East Midlands before returning home to Bristol in 2013 with his wife and two children.

Amy James BA (Hons) MPlan MRTPI
Amy joined Tetlow King as an Associate Director in 2024. She has been chartered since 2010 and has over 16 years of experience working for planning consultancies in the private sector.
She began her planning career at a small, independent planning consultancy in Manchester, before moving to a national consultancy which was subsequently acquired by a global multi-disciplinary company. During this time, she has advised on a multitude of challenging, highly technical and complex planning projects in both the residential and commercial sectors.
Amy has a wealth of experience of leading planning projects and working with a range of clients including housebuilders, landowners, registered social housing providers and large-scale commercial companies. She is all about finding solutions and devising successful planning strategies, adopting an innovative approach to every site and project. Amy understands the value of good communication and works well leading and as part of a team, knowing that this is vital to a project’s success.
Amy relocated from Greater Manchester to Bristol in 2022 and in her spare time enjoys taking part in triathlons and duathlons.

Jamie Roberts MPlan MRTPI
Jamie has been with Tetlow King Planning since 2019, joining as a Principal Planner before rising through the ranks to Associate in January 2024, before rapidly ascending to Associate Director in December 2024.
Jamie’s work primarily focuses on affordable housing and through his professional practice he is determined to make the positive case for more affordable homes, to help real households facing the effects of the national housing crisis.
He has been involved in planning inquiries, hearings and Local Plan examinations nationwide giving expert evidence on the importance of affordable housing and the weight that it should carry in the planning balance. Recent projects have been in locations as diverse as Oxfordshire, rural Essex, Somerset and North Yorkshire.
Jamie also manages planning applications including outline and reserved matters applications for major residential development.
He plays an important role in supporting colleagues in successfully passing their RTPI Assessment of Professional Competence. He is always keen to support members of the team in their professional development and is jointly responsible for the company’s training and Continued Professional Development programme alongside Amy James.
Outside of the office, Jamie is keen to travel and has recently spent two months Interrailing around Europe.

Matthew Bunt BA (Hons) MSc MRTPI
Matthew is an Associate in the Bristol Office joining in 2023 and brings over 10 years of experience in the planning sector.
Having previously worked at two local authorities in the South West prior to moving to the private sector, he is well-versed in development management-related issues affecting a range of types of development at sites in both rural and urban areas, including residential proposals, 100% affordable schemes, purpose-built student housing, co-living accommodation, as well as commercial, leisure and retail developments.
Since joining Tetlow King Planning, Matthew has broadened his expertise, advising across multiple planning disciplines, including strategic planning, site promotion, planning policy, and affordable housing. He is experienced in appeals, including both hearings and public inquiries and has appeared at Local Plan Examination hearing sessions.
He manages his own portfolio of projects and works with a range of clients, including strategic land companies, housing associations, housebuilders, and private individuals. Matthew is well-equipped to navigate development proposals from inception, through to application, to post-decision stage including condition discharge.
Matthew adopts a client-focused approach and enjoys working with people and seeing different parts of the UK through his work.

Andrew Jones BA (Hons) MSc MRTPI
Andrew joined Tetlow King in 2021 as a Senior Planner, before being promoted to Principal Planner in 2024. He provides nationally recognised expertise in relation to self-build and custom housebuilding.
He is experienced in providing expert evidence on self-build and custom housebuilding at appeal with a proven track record at both written representations and hearings. He also provides critical support to Director Andy Moger on the subject matter at planning appeal inquiries.
Andrew has provided development management advice at the annual East and West Self-Build and Design Shows and advises the National Custom and Self-Build Association (NaCSBA) Task Force.
He regularly advises clients on the likelihood of success through application and appeal through site appraisal work through his understanding of the legislative and regulatory position relating to self and custom build. As a result of his analytical approach Andrew has a track record of success at application stage for self-build and custom housebuilding and is well versed in forging excellent working relationships with case officers which has been critical to successfully managing applications through the development management process.
Outside of work, Andrew lives with his partner and their dog, Lenny, enjoying the great outdoors through seemingly endless dog walking. An avid Villa fan, he also follows Cheltenham Town and gets down to Whaddon Road whenever he can. Andrew enjoys cooking, particularly spicy food, exploring the Cotswolds, listening to music and going to festivals.

Leonie Stoate BSc (Hons) MSc MRTP
Leonie is a Principal Planner in the Bristol office with extensive planning consultancy experience. Since joining the company in 2019, Leonie has developed a number of town planning specialisms including affordable housing, housing needs surveys, and is also now working in the retirement housing sector.
Her wider experience includes providing general planning advice, site promotion and managing residential and commercial planning applications and appeals nationwide. Leonie also assists in running our South West and West Midlands Housing Association Planning Consortiums, providing training and representing registered providers of affordable housing at local and national consultations.
Keen to promote the social side of town planning, Leonie is a board member for the South West branch of Women in Planning; an independent network open to everyone with the aim to promote a diverse, equitable and inclusive planning industry. She has also spoken at events hosted by the national Women in Retirement Living network and likes to organise social events within the company.
Leonie undertook her town planning studies at The University of Reading and spent time travelling in Asia before returning to her home county of Somerset.

Raheel Mahmood MPlan MRTPI
Raheel joined Tetlow King Planning in 2024 as a Principal Planner.
He grew up in Bristol and decided to follow in his father’s footsteps by becoming a professional planner. Raheel is a versatile planner having worked in both the public and private sector. His experience in development management as well as enforcement, enables him to give expert advice on a wide range of planning issues.
Raheel works on various planning applications including residential, affordable housing, self-build and custom housebuilding, and commercial, as well as working on appeals and advising on enforcement matters.
Having previously worked client side for a volume housebuilder, Raheel is also able to guide large scale residential applications and manage multi-disciplinary teams. He also works on providing detailed site appraisals, advising clients on their development potential.
Raheel’s other interests include cricket, football and Chess.

Dan Austen-Fainman LLB (Hons) MSc MRTPI
Dan joined Tetlow King Planning in 2024 as a senior planner.
He started his career at a small planning consultancy in Norfolk before joining a regional multi-disciplinary consultancy. Dan’s experience before joining Tetlow King Planning was primarily in development management, with projects ranging from minor residential schemes to urban extensions along with major employment sites.
Having spent most of his career working as part of tightknit multidisciplinary teams, it was important to Dan when moving back to Bristol to join a consultancy that valued collaborative working and recognised the impact planning has in shaping the communities we live in.
As a Senior Planner in the Bristol office, Dan contributes to the production of expert witness evidence for public inquiries primarily in relation to affordable housing. In addition, he continues to take on projects across a range of sectors including self-build and custom housebuilding.
Outside of work, Dan enjoys boardgames and has a keen interest in history.

Liam Webster BA (Hons) MSc MRTPI
Liam joined Tetlow King Planning in 2023 as a senior planner.
He began as a planning graduate at a small consultancy, before moving on to a regional housebuilder, developing a wide range of planning experience primarily in the residential sector. This experience spans from working on small scale householder projects, to carrying out large scale housing applications and strategic land promotion.
Liam returned to consultancy because he values working in a collaborative, tightknit team and working directly with clients.
As a Senior Planner, he offers crucial support in the production of affordable housing expert witness evidence for public inquiries, as well as managing his own portfolio of projects across multiple areas of planning from self and custom build to community facilities.
His broad range of experience enables him to work on a wide variety of planning projects of all scales, allowing him to stay up to date with knowledge and changes across different sectors of planning. Liam focusses on finding solutions, becoming personally invested in the needs and goals of his clients.

Lisa Luong BSc (Hons) MSc
Lisa joined Tetlow King Planning as a Planner in 2024 bringing over three years of diverse experience from both the private consultancy world sector and the client side with a national housebuilder.
She is well-versed in residential projects, mixed-use developments and retail and leisure, giving her a well-rounded perspective on a variety of development sectors.
Lisa holds a BSc (Hons) in Property Development from the University of Portsmouth (2019) and an MSc in Spatial Planning from University College London (2022). Currently, she is working towards chartered membership of the Royal Town Planning Institute, through her Assessment of Professional Competence.
She has experience of managing minor planning applications, navigating non-material amendments and replacement features to properties in Conservation Areas and on Listed Buildings, as well as managing the process of discharging conditions.
During her time at Tetlow King she has supported senior staff with major planning applications, assisting in preparing Affordable Housing Proofs of Evidence, and Affordable Housing Statements to support planning applications as well as self-build and custom housebuilding evidence. Her work also includes preparing and submitting letters of representation to emerging local plans on behalf of the West Midlands Housing Association Planning Consortium, helping to shape the future of affordable housing in the region.

Nathan Price BA (Hons) MSc
Nathan joined Tetlow King Planning in 2021 as a planning assistant, before rising to becoming a Planner based at the Bristol office.
With a keen interest in property and spatial planning, he provides both expertise and enthusiasm in equal measure.
He holds a BA (Hons) in Human Geography from Sheffield Hallam University (2018) and an MSc in Urban and Regional Planning from the University of Birmingham (2021). Nathan is currently working towards chartered membership of the Royal Town Planning Institute and is progressing through his Assessment of Professional Competence.
Nathan has gained a wealth of experience managing minor planning applications and supporting senior staff with major planning submissions.
A key contribution of Nathan’s is drafting and submitting letters of representation to emerging local plans on behalf of the South West Housing Association Planning Consortium, as well as preparing Affordable Housing Proofs of Evidence and Affordable Housing Statements and assisting with the production of self-build and custom housebuilding evidence.
Nathan grew up in Leicestershire and made the move to Bristol to join Tetlow King Planning.

Kay Witchard
Kay joined Tetlow King as Office Manager and Principal Secretary in 2024 and brings a wealth of management and administrative experience in the private sector.
Having spent many years in London working primarily in the media sector, Kay moved to the Cotswolds in 2003 where she set up an office and event management company, using the knowledge she had gained to service small local businesses in the Wiltshire and Gloucestershire areas. Primarily in marketing, accounts and event organising, Kay also spent four years working as a Wedding Planner at a private Girls School.
From this position she became joint owner of a golf club business, leasing an 18-hole golf course in Wiltshire and in the process, finding a new hobby with her partner, before joining Tetlow King Planning.

Jemma Hutchinson
Jemma has been with Tetlow King Planning since 2023 providing administrative support in the Bristol office.
Her background includes business development in south-east Asia and organising bespoke hen parties. Jemma is also a small business owner organising and managing special events which makes her well placed for arranging our staff socials.
West Malling Office

Iain Warner BSc (Hons) Dip TP MRTPI
Iain is a Senior Director and joined the company in 2014. He started in local government before joining a national multi-faceted planning consultancy, then moving to a small consultancy with a particular specialism in later living before joining the company, initially as a Principal Planner until becoming a Senior Director and leading the West Malling office.
Iain leads the later living specialism within the company, acting for a range of operators as well as providing advice to councils. He is involved in the promotion of sites, submission of applications, and providing expert evidence at appeals.
Whilst the later living sector is a particular area of specialism, he also leads on large scale residential developments for national housebuilders and SMEs across the South East.

Jonathan Lee BA (Hons) Dip TP MRTPI Assoc RICS
In 2022 Jonathan joined Tetlow King. He is an Associate Director in the Kent office where he works with Senior Director Iain Warner and leads on the rural/agriculture specialism within the company.
He started his career in local government working in a North Kent authority from 1989 where he stayed for 19 years before moving into the private sector in 2008, he has over 35 years of planning experience.
Jonathan is based in the West Malling office and acts for a wide range of clients as well as local authorities. He is involved in all aspects of planning including site promotion, residential, commercial, listed buildings and enforcement matters. He is also an expert in rural planning.

Lucy Forster
Lucy has been with Tetlow King Planning since 2018, re-starting her career after taking a work break to raise her young family.
Prior to joining the company, she worked for 13 years at a London law firm as a Legal Secretary working for two Partners, five Associates and three Trainee Associates. Lucy started within the Derivatives and Structured Product team, working within that department for 10 years before moving over to the Litigation and Arbitration department for three years, which has held her in good stead to manage the West Malling office and all the administrative affairs.
